Vancouver man arrested on charges of illegally mingling with children at Lincoln City pool has been freed.
Friday afternoon Richard Shay was released from jail because the District Attorney’s Office declined to file formal charges at this time. Authorities say that the investigation remains open.
Shay was arrested by Lincoln City Police earlier this week for allegedly being in an area where children congregate at the Lincoln City Community Center pool.
Washington State criminal records show that Shay was convicted of sexual exploitation of a minor in Olympia, Washington in October of 2005. Documents show Shay lives in Olympia, WA. The charge Shay was convicted of reads: Aids, invites, employs, authorizes, or causes a minor to engage in sexually explicit conduct, knowing that such conduct will be photographed or part of a live performance.
