City Manager Spencer Nebel: Doing our part to help reduce or eliminate climate change – joining a world wide effort.
In 2020, a summary of actions taken by the City in recent years was provided to Council where concrete steps have been taken to reduce energy use for City operations. In October of 2020, Council heard a presentation of Lincoln County Climate Action Plan by Martin Desmond. I have attached the executive summary of that report for your review.
The City Council has indicated a desire to develop a climate action plan for the City. The City has been taking actions to reduce our impact on climate in many of our decisions, however, we have not been able to move forward with a specific climate action plan for the City of Newport. Most recent include reducing our impact on the environment, including budgeting for the purchase of hybrid vehicles, where available, to replace gas vehicles. We have committed, and our pursuing, the replacement of EV charging stations at three locations in the city. We have taken steps to reduce paper and adopt a new format for issuing and paying for utility bills, we have implemented new software to allow customers to monitor their water usage, we have dealt legislatively with single–use plastic bags, and are dealing with single–use plastic food service container, and other steps, as well.
We have not had time to build a comprehensive longer–term plan to address the City’s role in reducing our impact on the environment. I apologize for that. I think this is a good opportunity to seek some specific direction from Council on how you want to proceed with the development of a climate action plan for the City of Newport.
With all of our current obligations, we need to be realistic about the time commitment that we can provide for developing this plan. I am excited about a number of the steps that we continue to make as a City. I look forward to discussion with Council on where the City Council wants us to head with this issue.
