In 2016 the county commissioners allowed people to get licenses for short term rentals in unincorporated areas of the county that are
Zoned R-1, R-1A & R-2. These are single family residential areas. The commissioners screwed up when they did this, by allowing businesses
(STR’s) in single family neighborhoods that have turned into unmanaged mini-hotels. They should have changed the zoning laws to allow STR’s
in these single-family zoned neighborhoods, but instead chose to do it this under the noses of their constituents, so it wouldn’t be subjected to the county planning commission requirements to publicize the proposed changes for public input. The profits these out-of-area investors are making are going out of Lincoln County, while at the same time they are extracting and abusing our resources, roads, firemen/EMT’s, septic systems, water supplies and more. They come into family neighborhoods and leave garbage, dog poop, hold all night parties, let dogs run loose, park in undesignated areas, do illegal fireworks, and more.
The commissioners assigned the Sheriff’s office as licensing authority to enforce the nuisance regulations which they neither had
the staff, the funds or legal authority to do. It has been over 2 years now that 15Neighborhoods has been working with the Board of
Commissioners to get them to fix their screw up!!! The only thing they have done is place a moratorium on new licensing of STR’s. There were
worthless “workshops” by the county that were a complete waste of time. Hundreds of letters by the public have been submitted to them.
Go to https://www.co.lincoln.or.us/boc/page/short-term-rental-str-licensing-2021-workshops. Check out the hundreds of documents that have been submitted by the public. When the Commissioners sat on their hands and did nothing to relieve the invasion of the property rights of the individual
homeowners in the single-family zoned neighborhoods, they formed 15Neighborhoods and were able to submit a citizen’s initiative that
gathered enough signatures to become ballot measure 21-203.
The opponents of Measure 21-203 VIA Oregon Coalition (one donor to VIA was Airbnb in the amount of $15,000.00) and the Committee To Expand
the Middle Class (also sponsored by Airbnb) donated $25,000 and Save Lincoln County Jobs PAC (Meredith Lodging contributed $200,000.00 to
Save Lincoln County Jobs PAC) have contributed over $280,000.00 to oppose 15Neighborhoods, a grass roots group of your friends,
neighbors, family and co-workers.
As of early this week the state financial reports on these 2 opponents shows they have spent $130,340.00 and counting on false advertising against our measure. There are only 523 short term rentals that we are talking about. That equates to approximately $2500.00 per STR. Documentation of this is on Secretary of State’s Political Action Campaign data base. That is a lot of money!!! The paid ads that are all over the media are lies and scare tactics on the effect a YES vote would have on jobs, county tax coffers & lawsuits against the county. 15Neighborhoods has done the research and have a land use attorney that has debunked these false claims from VIA Oregon and Save Lincoln County Jobs.
Don’t be fooled by their fake cloned 15-neighborhoods website or Facebook site either.
