Board of Commissioners Requesting Applications for Budget Committee Member Vacancy
The Lincoln County Commissioners are requesting applications for a vacancy on the County’s Budget Committee. The selected applicant will join the County Commissioners, Finance Officer Christina Shearer, and lay citizens John Baird and Linda Roy.
The Budget Committee has been historically comprised of three County Commissioners, plus three appointed lay citizens. The committee receives the proposed budget from the Budget Officer; reviews detailed budget information during several public hearings, deliberates on decision options that may be required to balance the budget, and prepares an approved budget for consideration by the Board of Commissioners.
The County’s budget is prepared in accordance with provisions Oregon’s Local Budget Law. The law provides standard procedures for the preparation, presentation and administration of the operating budget for all local governments. The law mandates public involvement in budget preparation and public exposure of its proposed programs. The law also requires that the budget be balanced in its presentation to the Budget Committee. Schools, counties, cities, rural fire protection districts, urban renewal agencies, and most special districts in Oregon are subject to the same budgeting provisions.
Applicants for the Budget Committee should become familiar with Oregon Budget Law. Oregon’s Department of Revenue has web site pages for review, including “Local Budget Law” and “Citizen Overview of Local Budget Law”. Training materials on their site includes the handouts “Pre-meeting Topics for Budget Committee Discussions” and a video “Module 1—The Budget Process: An Overview”. Additionally, Oregon Coast Community College (Lincoln City Campus) will host a training session “Basic Local Budget Law Training” in January.

Applicants should also be familiar with the County’s budget process. The Finance and Accounting sections of the County’s web site include Annual Budget Reports, Comprehensive Annual Financial Reports (CAFRs) & Federal Single Audit Reports. Links to previous Budget Committee meetings and video of these meetings are also available for review.
Potential Budget Committee members should be aware of the time commitment and expected meeting dates during April and May. Future meeting length is undetermined and typically ranges from 1 to three hours.

Notice of final Hearing is published on June 17. Public Hearing and Adoption is scheduled on June 24. Budget Committee members are not required to attend the final Hearing.
