City of Newport Memorial Bench Policy – DRAFT VERSION – City welcomes comments
The intent of this memorial bench policy is to recognize and assist Donor’s plans to commemorate or honor family or friends within the City of Newport. To maintain consistency throughout the City of Newport Park System, the Parks and Recreation Department has selected a standard bench style. This policy establishes funding requirements and standards for all bench donations establishing a 10-year sponsorship.
The City of Newport maintains a list of available locations where memorial benches can be placed; these locations are based on need, public convenience, ease of maintenance, and other factors. Donors are responsible for all costs associated with purchase and delivery, and maintenance of memorial benches.
The number of memorial benches will be limited, must not interfere with normal park use or maintenance operations, and shall not detract from the prime recreational use of an area. Memorial benches will only be allowed at public locations identified in a master list of existing and proposed bench locations.
All memorial benches will be added to a City data base with status, location, donor information, and the person memorialized.
Applications for memorial benches may be picked up at the Newport Recreation Center or by going to newportoregon.gov/????and clicking on Memorial Donations. Applications will be submitted to the Newport Recreation Center and reviewed for approval by the Parks and Recreation Director.
The City will procure and install a metal plaque on the memorial bench with the size, font and design specifications, as well as the approval of the message, at the discretion of the Parks & Recreation Director or his/her designee. Inscription plaques will be limited to 75 characters or less, including spaces, to fit on a plaque measuring 2”x 8”. The plaque will be securely inset or surface-mounted onto the seat-back of the bench by the City.
The cost for the purchase and installation of a memorial bench is determined annually through the City’s budget process. The cost includes the concrete bench footing or concrete pad, procurement and installation of the bench and plaque, 10-year sponsorship of the donated bench and plaque, and replacement of the plaque within that time if necessary.
The bench style and location of new benches must conform to the ADA (American Disabilities
Act) resting bench program and the City Public Bench Program.
Donors of NEW benches will receive a letter confirming the donation of the bench to the City of Newport.
The City of Newport shall provide normal maintenance of the bench during its useful life, as determined by the City. Normal maintenance generally includes mowing, raking, pruning and general cleaning of the grounds around memorial benches, as manageable.
Lifespan of Bench
The City reserves the right to determine if a bench is no longer usable or has reached the end of its useful life. A memorial bench that has reached the end of its useful life, or is damaged or destroyed for any reason, may be replaced at the donor’s expense within the 10-year sponsorship. All memorial benches placed on City-owned property become the property of the City at the time of installation.
Once the 10-year sponsorship has lapsed, an attempt will be made to contact the Donor and the memorial plaque will be made available for pick-up. It is the responsibility of the donor, or their designated representative, to make arrangements to retrieve the removed plaque, as the City will not mail the item. Plaques must be picked up within 60 days of removal.
* The City reserves the right to remove any memorial benches that have been damaged, and is, in the view of City staff, beyond repair.
* The City accepts no liability for damages to any memorial benches from vandals or third parties.
* Benches will be sponsored for a 10-year period, or series of 10-year periods, up to 30 years into the future.
* Sponsorships may be renewed. Each additional period of ten years recognizes an
additional qualifying sponsorship.
* After the initial bench sponsorship time period has ended,
those who have purchased a bench in the past have the right of first refusal to renew the
memorial bench sponsorship
