During the 63rd Annual Loyalty Days Parade, NPD Units responded to a disturbance in the 400 block of N Coast Hwy.
Upon arrival, NPD Units located 2 male subjects holding another male subject on the ground. It was determined that the male being held on the ground was the suspect of the disturbance and identified as Michael Scott Garrett, age 34 of Berkley California.
On scene NPD Officers learned that Garrett had approached a large group of people who were watching the parade and told them he was going to stab each of them in the head. At the time Garrett made the threats, he was brandishing a metal pick. Officers also learned that the 2 male subjects who were initially holding Garrett on the ground had intervened after Garrett made the threats and had detained Garrett until Police arrival.
Garrett was arrested and lodged at the Lincoln County Jail on the following charges: Menacing x5, Disorderly Conduct II, Unlawful Use of a Weapon.
