The Toledo recall effort goes back to the discipline of three long time management level employees who were either fired or abruptly retired. What is not known is that the three had for some time formed a triangulated power block through which they, not the city manager controlled the City. The City went through 4 city managers and as many public works directors in the last 5 years. All Public Works directors stated that they were unable to do their jobs because of interference of City Hall personnel. Department heads with independent ideas were marginalized.
When Craig Martin was hired, the trio and company objected to the improvements he wished to make to advance city governance. The belief at City Hall was that the old practices should prevail and no changes would be tolerated. And so, the insubordination to Martin began. We know that the suit brought against Martin by the former Clerk-Recorder, was investigated independently and found to have no validity; but the investigation did find evidence that the three former employees were actively working to discredit Martin and have him removed from his job. Now they and their followers have initiated a recall in an effort to put people sympathetic to their cause on the City Council who will then fire Martin.
Clearly, the residents of Toledo have a choice to make. Will they go back to leaders more interested in the status quo or will they embrace the future and work with the current council and city management to make Toledo a better place for all its citizens.
