Wednesday afternoon update:
The two victim’s from the apartment shooting on NE Echo Ct. have been identified as Jose Gaeta, age 20 of Newport and Tristan Smith, age 20 of Newport.
Both Gaeta and Smith were residents at the apartment complex. Prior to the shooting, Gaeta and Smith were involved in a verbal dispute with TOMES’ family over on going noise at the apartment complex. TOMES retrieved a rifle from his vehicle and fired multiple round at Gaeta and Smith. Both Gaeta and Smith suffered bullet wounds. Gaeta and Smith were able to retreat to a nearby apartment and later evacuated by police officers.
At the time of release, Gaeta and Smith were continuing to receive medical treatment for their injuries.
Wednesday morning update:
At about 2:21 AM, OSP SWAT Negotiators made phone contact with the suspect, Franklin L. TOMES, age 59 of Newport. After a brief negotiation, TOMES voluntarily surrendered. TOMES was taken into custody without further incident.
TOMES was transported to the Lincoln County Jail, where he was lodged on initial charges of Attempted Murder x2 and Unlawful Use of a Weapon.
2:10am – News Release from Newport Police
At about 9:14 PM Tuesday evening, Newport Police Officers responded to reports of shots being fired in the area of NE Echo Ct, right off NE 73rd Street.
While responding to the area, officers learned two persons had been shot. Officers arrived on scene and found two victims were shot over a neighborhood dispute. The suspect was reported to have retreated into his apartment.
Officers secured the area and set a perimeter around the suspect’s apartment. Officers were able to coordinate the removal of two shooting victims from their apartment. The two victims were transported to Good Samaritan Hospital in Newport, and later transferred to Corvallis for treatment. At the time of report, the victims were reported to be in stable condition.
Officers from the Lincoln County Sheriff’s Office, Toledo Police Department and Oregon State Police responded to assist. Oregon State Police also responded with their SWAT unit.
At the time of report, the area was secure. Officers worked on evacuating residents from neighboring apartments. Officers remain on scene and will attempt contact with the suspect. The incident remains under investigation.
Initial information during the 10pm hour Tuesday evening.
Reports of an “active shooter” in north Newport Tuesday night. According to reports, the shooting took place at the Salmon Run Apartments, directly south of Oceanview Assisted Living complex off NE 73rd.
Unconfirmed reports indicate that the shooter shot two men – one in both legs, the other in his chest. There was also a report that a Life Flight air ambulance flew the the most critically wounded victim to a trauma center.
At one point, the entire apartment complex was in lock-down. Law enforcement is still on scene but no official information has been released. It’s been heard over the police channels that the apartment complex was placed on lock-down. Unknown if that is still the case.
