The trail will begin in the rocky creek area at Otter Crest Loop which climbs the north side of Cape Foulweather just downhill from Highway 101. The trail then drops down the south side of Foulweather to eventually connect with either 3rd or 1st Street in Otter Rock which is home to Devil’s Punchbowl, nice beaches and tourist accommodations and other facilities.
The trail will be pretty much a paved shoulder and boardwalks on the ocean side of Otter Crest Loop. The county will maintain the shoulders while state parks will maintain the boardwalks.
South of Otter Rock hikers and bicyclists can use streets and roads on the east side of Highway 101 which will eventually get you to Yaquina Head north of Newport but a lot of hikers and bicyclists stick close to 101.
Construction of the Cape Foulweather trail is expected to start in the Spring and be complete by the end of September of next year.
