It’s another area where Oregon law is almost blind to a horrific hazard to young lives – physical abuse – especially among infants and toddlers. Time and again judges get snagged on what is a reasonable definition of abuse, absent clear language in state law. Yet when clarifying legislation comes up, it never gets passed. A real head shaker.
