From Newport Police:
On February 18, 2016 the Newport Police Department, assisted by the Lincoln City Police Department, Toledo Police Department, and McMinnville Police Department, served a narcotics-related search warrant at 426 SW 2nd Street, Newport. One subject suspected of selling drugs from the location was arrested.
During service of the warrant and subsequent search of the residence, Officers located Heroin, Methamphetamine, drug packaging materials, digital scales, and other evidence of drug use and sales AND a 4-year old child living in the residence. Newport Police Officers contacted Oregon Department of Human Services, who responded to the scene and removed the child from the home. A K9 unit from the McMinnville Police Department was used to assist officers in searching the residence and a vehicle.
Arrested at the scene was Carl E. Winslow, age 47 of Newport. He was charged with Delivery of a Controlled Substance–Heroin; Possession of a Controlled Substance–Heroin; and Child Neglect 1st Degree. The investigation continues and additional charges are expected. Bail was set at $5,000,000.
