Congressman Kurt Schrader and a few other members of Congress have authored legislation to ensure that when labor disputes get ugly and bogged down, as we saw recently at the Port of Portland, President Obama and future Presidents MUST convene a Board of Inquiry and intervene. Under Schrader’s bill, when certain criteria are met, the country’s chief executive is compelled to call in the cavalry and impose a settlement rather than allow a complete breakdown as happened when the longshoreman’s union and shipping companies drew lines in the sand that forced the loss of container shipping for the port.
The bill would also expand the definition of a strike to include slowdowns, lock-outs and threatened strikes or lock-outs.
