Lincoln City: City Council takes no action on Councilor Chester Noreikis’ failure to get a business license for his business. He’s got one now.
The Lincoln City City Council Monday night was asked by Mayor Don Williams whether there was a next step in determining what should be done, if anything, pertaining to City Councilor Chester Noreikis running a business without having to what amounts to a city business license. In Lincoln City it’s called an Occupation Tax Permit. Runs about a hundred dollars a year – about the same as a business license in other cities. Noreikis had worked for 9 years for the Lake Village Condominiums providing security and landscaping services for them.
Noreikis sat silent throughout the dialog. Mayor Williams asked City Manager Ron Chandler about his take on it. Chandler said “It’s been dealt with,” meaning that Noreikis had obtained a business license nearly two months ago. Chandler then added that if instructed by council he and staff could explore what procedures might be initiated to remove Noreikis from office. Chandler said the rest is political – something that’s up to the council. But he added quickly, that as far as he’s concerned the issue is settled and that no further action should be taken.
Mayor Williams then asked City Attorney Richard Appicello what his views were. Appicello said Councilor Noreikis obtained the license and is now in compliance. And that not having a business license was NOT a criminal act – nothing involving being found guilty of something or being sent to jail for. Appicello said that it’s really up to the council as to whether something called ‘council rules’ had been violated, and if so would the council want to hold a special hearing to discuss the violation. He added that the council could then make a determination if the violation warranted removing Noreikis from the council or merely being publicly censured.
At that point Mayor Williams asked if any councilor had anything more to say – none did – and Williams said “okay.”
And that was the end of it.
