Don Mann has been hired as a consultant to redevelop the Lincoln County Fairgrounds. Mann, who recently retired as director of the Port of Newport, will be delivering a plan for eventual review and approval by the Fair Board and the Board of County Commissioners.
“We’re very happy to have Don on board,” said Bill Hall, who serves on both the county commission and the fair board. “Don’s successful track record in completing projects and his wide network of community relationships make him ideally suited for this job.”
Mann has a three-fold task: present a Fairgrounds redevelopment plan; a financing plan; and an operational plan. He’s been given information and recommendations generated by the Blue Ribbon Fair Committee, the county’s consulting team of LRS Architects and the ECO Northwest consulting firm, and at two previous rounds of public meetings. Hall said an important part of his assignment will be to follow up with members of the Blue Ribbon Committee and those firms, in part to make sure that the information and conclusions are still valid.
In addition to presenting the plan to the Fair Board and Commissioners, Mann will also seek public comment at one final round of public meetings. “We have spent more time trying to deliver a plan for the fairgrounds than we ever imagined. It’s time to give Mann an opportunity to digest all the background materials, give the public one last opportunity to comment, and then we’ll move forward from there and come up with a plan,” said Hall.
