A hiring surge in Oregon does not bring down jobless rate

Looks like more people entering the labor market now that things are loosening up.

Oregon added nearly 10,000 new jobs during the month of October. But despite it being the most jobs filled in a month since 1995, the state’s jobless rate remains stuck at 7%.
The cause? More people are taking heart in the rise in available jobs and are once again re-entering the job market. So again, there are lots more people seeking work than jobs available.
