Newport City Attorney Rob Connell got a good job performance review Monday from from all 8 of his bosses, the Newport City Council and City Manager Spencer Nebel. Connell’s contract with the city is up in three months and from the looks of things he’s got a renewal in the bag if he wants it.
However, it appears that are some changes in the wind. The council agreed with City Manager Spencer Nebel that generally, legal services for both the community development department and public works departments will still involve the city’s contract legal outfit in Eugene, Speer Hoyt. However, instead of those departments simply picking up the phone on own, they’ll first have to confer with Nebel who will then notify Connell of the nature of their discussions with Speer Hoyt. Speer Hoyt has land use and public works expertise that are valuable to the city. All other general legal services needed by all other departments will be directed to Connell.
Connell is still under contract to the city to offer 10 hours a week of legal services to the city. He is not required to attend city council meetings but will attend if requested to do so.
