Oregon’s beleaguered computerized Obamacare Medical Care sign up system is starting to work – but not so well that the public can use it. By the end of the week, Connect Oregon, which is running the medical exchanges, should be fit for enrollment agents, like insurance outfits and public health officials, to sign up people who come in to apply.
